Situation

Sacramento has grown at the edge of the Sacramento and American Rivers. Much of the population lives behind levees, and most of the city's downtown area, including state government offices, is vulnerable to flooding. In January 1995, severe localized rains caused widespread flooding along smaller creeks, sloughs, and streams within Sacramento County. This motivated an effort to provide relief. Citizens of Sacramento resolved to provide improved local flood warning to reduce flood damage and loss of life by providing an opportunity to act before stage increases to a damaging level.

Action

We developed and applied an automated threat recognition and warning dissemination system. This system, which we call Aviso Watch, uses data collected by the County's ALERT surface observation system to recognize threats and to notify staff of those threats.
We developed and applied a forecasting system. Because of the quick response of urban watersheds, a threat recognition system that relies on observed stage alone is not adequate for warning in many catchments in Sacramento County. To overcome this, we designed, developed, and implemented Aviso FS, a forecasting system that uses observed rainfall to forecast stage.
