We reviewed alternative models that might be used, including existing off-the-shelf models and new models that might be developed or adapted for the Missouri River system analysis.
Base upon this review, we proposed that the Corps' develop and use a network flow programming model. We worked with HEC staff to develop such a model, which HEC designated HEC-PRM.
We worked with HEC staff and with the staff of the Corps' Missouri River Division office to apply the model to analysis of 6 reservoirs and 6 additional control points in the system, with monthly operation for the 92-year period of record. In the analysis, we considered alternative operation goals, including increasing the priority for recreation, varying the allocation of water stored upstream-to-downstream, and increasing the seasonal priority for releases for fish and wildlife.
