In 1994, we analyzed DWR's needs and concluded that the HEC-DSS was an appropriate solution. We ported the HEC-DSS libraries to DWR's HP UNIX system, integrated HEC-DSS with DWRSIM, and helped DWR staff learn to use the HEC-DSS tools. We also ported the HEC-DSS-enabled version of DWRSIM back to the PC, so users outside of DWR would have access to the improvements.
In 1999, we expanded the capabilities of a suite of three programs that "feed" DWRSIM. These programs track water availability and use upstream of the SWP, thus predicting the inflow volumes to the system reservoirs and channels. Historically, the programs were run as a carefully ordered sequence of batch oriented programs, and output from one program was input to another via cut-copy-paste. This led to errors and frustrated users. DWR asked for help resolving this.
We disassembled the programs and added routines to file and retrieve data in an HEC-DSS database, consistent with that used by DWRSIM.
In addition, we provided to DWR a Microsoft Excel Add-in that permits DWR users to manipulate HEC-DSS data directly from Excel. This flattens the learning curve for new users, as many are familiar with Excel and few are familiar with the HEC-DSS utilities.
