We designed and implemented an integrated decision support system for Birmingham and Jefferson County. That system includes:
 Specialized GIS tools for vulnerability visualization.
 An updated and expanded ALERT data collection system, with weather and water level sensors.
 An automated base station with OneRain's DIADvisor.
 A DIADvisor based data dissemination system.
Our Aviso Watch automated threat recognition and notification system.
Birmingham and Jefferson County wanted also to display inundation maps. However, resources were not available to permit creation of the maps in real-time. To meet the need, we developed a map atlas scheme, as illustrated below. With this, an atlas of inundation maps is created off line. Then, during a flood, an appropriate map is found and displayed, using either observed or forecasted flow or stage as the index for a map query.
