A January 1997 flood along the Truckee River in Reno, Sparks, and Washoe County, Nevada caused more than $540 million in damage there. The Corps of Engineers was asked to develop a flood warning system (FWS) that would reduce future flood damage and the public risk.

In cooperation with another consultancy, we designed a FWS for the Corps that meets the needs of the local community. The FWS includes new ALERT and GOES data collection and transmission devices, a new PC-based data management and display system, and new forecasting software for use by staff of the local National Weather Service office. We meet regularly with our client, with the Corps, and with the local sponsors in Washoe County to identify the appropriate technology.
We drafted the detailed project report and prepared plans and specifications for the emergency operation plan and for the PC-based data management and display system and the new forecasting software. In late 1999, the Corps and the local sponsors were contracting for construction and implementation of the system.
