The goals of that SOR included (1) considering implementation of operational changes; (2) considering operation plans and criteria that would improve balance among authorized uses; and (3) coordinating power generation operations in a manner consistent with non-power uses. The analysis required to achieve these goals is complex, as the projects are operated for a variety of purposes that often conflict.</div> </tD> </tR> <tR> <tD VALIGN=TOP COLSPAN=3 BGCOLOR=#339933 HEIGHT= 16 WIDTH="537"><div> <B>Action</B></div> </tD> </tR> <tR> <tD VALIGN=TOP COLSPAN=3 HEIGHT= 180 WIDTH="537"><div> We reviewed SOR objectives, identified analysis tools that would provide the information required for wise decision making, and recommended a tool for the analysis. </div> <div> We subsequently helped staff from the Corps' Hydrologic Engineering Center (HEC) configure this tool, <A HREF="hec_reservoir_analysis_programs_.htm" TARGET="_top" TITLE="HEC reservoir analysis programs "><U>HEC-PRM</U></A>, for analysis of Columbia system operation. </div> <div> We assisted Corps staff with application of HEC-PRM and with interpretation of its results. In this application, we evaluated the following operations scenarios: (1) optimize operation for existing policy, with the existing treaty with Canada; (2) optimize operation, omitting hydropower objectives; and (3) optimize operation with additional storage at Mica Reservoir.</div> </tD> </tR> </TABLE></B></div> <bR> </td> </tr></table></body>
